NeSCC Policy 03:10:02 Parking Zones

The following regulations are applicable to students, faculty, staff, and visitors on the property owned, controlled, or leased by Northeast State Community College. These regulations are established to facilitate the safe and orderly conduct of college business and to provide parking facilities in support of this function within the limits of available space. The Northeast State Police Department (hereafter Campus Police) is the primary department responsible to implement and enforce these regulations.
General

  1. Northeast State Community College is not responsible for any loss or damage to any vehicle or its contents operated or parked on any property owned, controlled, or leased by the college. Everyone is reminded they should remove keys from vehicles, lock all doors, and take valuables from your vehicle or secure your valuables inside your vehicle absent from public view.  If you can, store valuables in the trunk for added security.  
  2. Pedestrian traffic has right-of-way on all campus property. Pedestrians must not endanger their safety or constitute an unreasonable impediment to lawful vehicular traffic by crossing streets at other than authorized lanes or by willfully walking or congregating in the streets. Pedestrians are encouraged to use walks and observe traffic signs.
  3. Bicycles, which require no registration, are authorized for use on all campus property. However the use of skateboards, roller skates, hover boards or any other type of device of this nature that is primarily used for recreational purposes is prohibited on any campus property.
  4. Vehicles are not permitted to be parked in unauthorized areas.  Unauthorized areas include but are not limited to the following:  loading zones, areas that block roadways, areas that prevent properly parking vehicles from entering or exiting a parking space or parking lot, areas that are not marked parking spaces/zones, fire lanes, sidewalks, grassy areas, or other areas designating parking restrictions without the specific permission of Campus Police.  Restrictions.   5. Vehicles parked in unauthorized areas may be ticketed and/or towed at the owner’s expense at the discretion of the Campus Police.
  6. The speed limit on campus streets is 15-MPH. The speed limit in all parking lots is 10 MPH. The speed limit inside the parking garage is 5 MPH.
  7. Passing other vehicles on campus roadways is prohibited and is considered Reckless Driving.
  8. All vehicles must come to a complete stop at intersections where stop signs are located, painted on streets, or mounted on posts.
  9. Motorists must yield right-of-way to pedestrians.
  10. Vehicles must pull over, come to a complete stop, and yield right-of-way to all emergency vehicles with flashing lights and an audible siren.
  11. All State of Tennessee Motor Vehicle Laws and Northeast State Community College regulations are applicable on all campus property.  Campus Police have the discretion to cite offenders with a Northeast State citation or issue state citations for offenses in violation of state law.  
  12. Operating a motor vehicle in any area other than a street or roadway intended for motor vehicles is prohibited.
  13. All accidents must be immediately reported to Campus Police immediately. All Tennessee Crash Reports will be prepared in accordance with state law and departmental policies.  Generally, Tennessee Crash Reports may be picked up from Campus Police three days after the accident free of charge.
  14. Students are not required to have a Northeast State Community College hang tag to park on any property owned, controlled or leased to the college.  Students are permitted to park in General Parking lots only and are not permitted to park in Permit Only lots.  
  15. Anyone who wishes to park their vehicle on any Northeast State property overnight must get the permission of Campus Police to do so.  Northeast State Community College reserves the right to tow any vehicle at the owner’s expense who leave their vehicle parked overnight without the knowledge and permission of Campus Police.

Motor Vehicle Registration

  1. All motor vehicles used on campus must meet the registration requirements of the State of Tennessee or any state in which they may be a legal resident. Students are not required to display a hang tag on any campus property.  Full-time employees must obtain a Permanent hang tag to be authorized to park in Permit Only lots.  Temporary Part-Time employees, who are not enrolled in any classes at Northeast State Community College, and Adjunct Faculty must obtain a Temporary Parking hang tag in order to park in Permit Only lots.  Employees of the college who do not have a valid hang tag properly displayed in their vehicle must park in General Parking lots.     Temporary hang tags are issued with an expiration date.  Temporary hang tags are issued and valid from fall semester (August 30) each year and are good through summer semester (August 29) each calendar year. .  Permanent hang tags are issued thorough the Office of Human Resources and Organizational Effectiveness.  Temporary hang tags are issued through Campus Police. One hang tag will be issued to each eligible employee (Permanent or Temporary).  No additional hang tags will be issued to employees.
  2. Temporary parking permits are available through Campus Police for use on vehicles in the event a valid permit holder does not have their hang tag on a particular day.  Visitor parking permits are required for all visitors on any property owned, controlled or leased by Northeast State Community College.   These permits are available through Campus Police. Electronic visitor parking passes are also available, on a limited basis, via specified campus offices. A definition of a visitor is a person not connected with the College who occasionally has business or other legitimate reasons to be on campus. Visitor spaces are provided and designated by appropriate signs.
  3. Anyone trading or selling an automobile with a Northeast State hang tag will be responsible for removing the hang tag and notifying the office of Human Resources and Organizational Effectiveness (for Permanent hang tags) or  Campus Police (for Temporary hang tags) of the transfer. All violations against an old or previously issued hangtag will be charged to whom it was originally issued.
  4. Lost, stolen, illegible and damaged hang tags must be reported to the office of Human Resources and Organizational Effectiveness (for Permanent hang tags or Campus Police (for Temporary hang tags) and replaced immediately at the expense of the individual who is responsible for the tag.
  5. The acceptance of a parking hang tag by any person shall constitute the acceptance of the responsibility to ensure that no vehicle owned or registered in their name is parked or operated in violation of these regulations.

Enforcement and Payment of Citations
The Northeast State Police Department issues citations for violations of traffic and parking regulations where such are noted.

  1. The fine for parking and registration citations is $10-first citation, $15-second citation, $25-third citation, and $50-fourth and subsequent citations.
  2. The fine for a moving vehicle violation is $50.
  3. The fine for disabled parking violations is established by statute and will be adjusted and published as needed to remain in compliance with State law.
  4. Employees cited for five parking or two moving violations per academic year will be subject to disciplinary action in addition to the imposed fines. Employees who are cited for this regulation subject themselves to loss all parking privileges granted by the college  Any vehicle receiving two violations for having no hangtag subject themselves to lose their parking privileges on any property owned, controlled or leased by Northeast State Community College.
