04:01:00   After Hours Building Access

In order to provide a safe and secure environment, building access is restricted after the normal business day and when the campus is closed. Normal business hours are generally defined as 6:30 a.m. to 10:30 p.m. Monday thru Friday and 8:00 a.m. to 5:00 p.m. on Saturdays. On Sunday, access to faculty, staff, and students who are not meeting in scheduled classes will be subject to the provisions of this policy.

The Northeast State Police Department (NSPD) has overall responsibility to ensure only authorized individuals gain access to buildings after normal business hours. The After Hours Building Access Log and the After Hours Building Access Pass will be used to document authorized access. The After Hours Building Access Log is used to record all individuals on campus after normal business hours. The After Hours Building Access Pass is used to approve students, student workers, or visitors who require access to buildings after normal business hours. Any student, student worker, or visitor who does not have an approved After Hours Building Access Pass on file with the Northeast State Police Department will be denied access. The After Hours Building Access Pass is initiated by the staff/faculty member requesting building access for the student, student worker, or visitor after normal business hours, approved by the appropriate academic dean/supervisor, and forwarded to the Northeast State Police Department. The academic dean/supervisor may designate an individual to approve/sign the After Hours Building Access Pass in times of their absence.

Police/security officers may not personally know everyone who is on campus after normal business hours and when the campus is closed. Therefore, any person on campus during this time must be prepared to show some form of photo identification to a police/security officer upon request. Anyone who fails to show photo identification will be denied access.

Students, student workers, and visitors will not be permitted access to laboratories or other rooms that contain equipment where safety and security is of concern unless a staff/faculty member is present. Individuals, such as police/security officers and the custodial staff, whose normal duty requires them to be on campus after normal business hours, are exempt from this policy. Individuals involved in special events such as guest speakers, performers, theater productions, etc., after normal business hours, are exempt from this policy. The Northeast State Police Department will be made aware of these events through the “Request for Use of Facilities Form“.

The Chief of Police is responsible for developing procedures to implement this policy.

After-hours access by specific populations and/or to off-campus locations is delineated below.

  1. Faculty and Staff Access: Faculty and staff must report in person or by telephone to the Northeast State Police Department when arriving and leaving campus. Upon arrival, all faculty and staff must provide the Northeast State Police Department with their name, specific workplace location, and expected time of departure. Upon departure, faculty and staff must notify the Northeast State Police Department.
     
  2. Student, Student Worker, and Visitor Access: Upon arrival, students, student workers, and visitors on the Blountville campus must report in person and have an After Hours Building Access Pass on file with the Northeast State Police Department. Police/security personnel will allow access only to the rooms approved on the After Hours Building Access Pass. Upon departure, students, student workers, and visitors must report in person to the Northeast State Police Department.  

Off-Campus Access: Staff, faculty, students, student workers, and visitors to off-campus locations must notify the Northeast State Police Department at the Blountville campus by telephone when they arrive and leave campus after normal business hours. Students, student workers, and visitors must have an After Hours Building Access Pass on file with the Northeast State Police Department and are not permitted at these locations unless a faculty or staff member is present.
